Subsidy and Special Conditions are supports that an individual receives on the job. These
supports are provided by someone other than the employer, for example, a vocational
rehabilitation agency, and may result in the individual receiving more pay than the actual value
of the services they perform through work. This is a work incentive.
If an individual receives Supplemental Security Income (SSI) and has another source
of income, Social Security’s Plan for Achieving Self-Support (PASS) program allows
them to save for a career goal. Income or resources that are set aside in a PASS plan
account are not factored in when determining eligibility for SSI.
